The National Oceanic and Atmospheric Administration (NOAA) has a requirement for theoretical research into the influence of underwater flows on surface waves. The specific hydrodynamic problem is: An underwater obstruction produces a jet. This obstruction is immersed in a constant flow. The resulting flow distortion affects the spectrum of waves on the surface. The quantity of interest is the change in the surface-wave spectrum. Formulation of this problem, and an outline of the steps required to obtain a solution have been provided to the government under a previous contract. This action is to obtain the solution including numerical evaluation. The following minimum capabilities are required to fulfill this requirement: 1) a complete outline of the steps required to obtain a solution, including the required approximations and an estimate of the validity of each, and 2) a numerical algorithm that has proven effective on related problems that can be modified to provide numerical results in this case. To be considered, respondents must submit written evidence demonstrating their ability and knowledge of providing these services referencing Synopsis No. 52RANR500066. The Regents of the University of California, Scripps Institution of Oceanography of La Jolla, California is considered to be the only known qualified source to supply this service. In the absence of other qualified sources it is the intent of the Government to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to The Regents of the University of California, Scripps Institution of Oceanography, as the only responsible source.
