Provide professional architectural/engineering services for preparation
of Construction Contract Documents including cost estimates for the
Design of new office building(s) to be located in the Tidewater
Virginia area. The project includes cost estimates for one or more
multi-story office buildings on a single site or adjacent sites. The
total gross square footage for all of the building(s) will range
between 120,000 GSF and 200,000 GSF. Site work including utilities,
parking for up to 1,000 vehicles, retainment areas, area lighting and
landscaping shall be required. The estimated cost of construction is
more than $10,000,000.00. The services are required to begin
approximately June 1995 and shall be completed within 200 days after
Notice to Proceed. The following evaluation criteria are applicable to
one or more of the factors included in Note 24: (1) Specialized
experience of the firm and technical competence in the planning and
design of low rise and mid rise office buildings in a
municipal/corporate park setting and arranged in a single building,
connected building or campus type configuration; (2) Specialized
experience in planning and designing integrated and flexible office
support systems including voice/data integration, Local Area Networks
(LAN), Uninterrupted Power Supply (UPS), emergency power generation,
video services, security, energy and environmental management; (3)
Specialized experience and knowledge of planning and design of military
communication and operation centers including electronic systems
requiring up to TOP SECRET and Special Compartment Information Facility
(SCIF) physical security standards; (4) Professional capacity to
accomplish the work on time; (5) Professional qualifications necessary
for satisfactory performance of required services; (6) Past
performance on DOT and other Government contracts in terms of quality
of work, ability to meet contractual performance/delivery schedules and
accuracy of construction cost estimates and A/E-client relationship;
(7) Location of firm in the general area provided there is an
appropriate number of qualified firms therein for consideration
(special consideration will be given to firms located in the Mid-
Atlantic area); (8) Minorities and women in all job classifications,
considering availability in the general area; (9) Design ability and
understanding of the requirements of the project; (10) Ability and
experience in performing designs entirely in metric (SI) units; (11)
Project team and key personnel roles and responsibilities in terms of
coordination, schedule, and construction cost control and quality
control procedures; (12) Experience of the firm in evaluating and
determining environmental requirements and acquiring state and local
permits for construction; ability of the firm to submit environmental
and other permits to the State of Virginia which may include the need
to certify permit applications or plans by state-licensed
professionals; (13) Ability to provide qualified construction
inspection services. Firms desiring consideration should submit

and Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000.00 per contract to provide accounts receivable financing. For
