The Aeronautical Systems Center, AGM-130/GBU-15 System Program Office intends to award a firm-fixed price, sole-source contract to Rockwell International Corporation, Tactical Systems Division for follow-on production of the AGM-130 weapon system. The procurement represents the seventh lot of AGM-130 production and is primarily for technology upgrades to older versions of the missile to include 250 control sections, 250 adapter sections, and 173 infrared seekers. It is the final lot of the AGM-130 production program contemplated by the Air Force. Interim contractor support, spares, and establishing depot support will be part of the procurement. The RFP will also require a not-to-exceed option for up to 150 additional AGM-130 all-up rounds. A complete reprocurement data package is not available. This action is contemplated in accordance with 10 U.S.C.2304(c)(1) since Rockwell is the only known responsible source that can satisfy the government's requirements. All responsible sources may submit a statement of capability in accordance with Notes 13 and 22, which will be considered. Synopsis responses will be screened in the following areas: a. Technical knowledge of the AGM-130 system sufficient to reliably modify and produce weapon components that meet specification requirements, b. Ability to assume design responsibility, produce, modify, and build up AGM-130 hardware in the absence of a technical data package and deliver in accordance with the required schedule, and c. Ability to perform acceptance tests of the AGM-130 weapon system hardware in accordance with approved procedures. Firms responding to this notice should indicate whether or not they are small or small disadvantaged business IAW DoD FAR 52.219-7000. This is not a request for proposal and is not to be construed to be a commitment by the government.
