This notice is an update to the U. S. Coast Guard 49 foot Stern Loading
Buoy Boat (BUSL) project. On 15 November 1994, the Coast Guard
published an announcement in the Commerce Business Daily stating its
intent to release a Request for Comment (RFC) for the design &
construction of the BUSL. The RFC was released on 20 December 1994,
with industry comments due 27 January 1995. The Coast Guard is
finalizing the technical requirements, specifically those due to
environmental considerations. The Coast Guard plans to install and test
a new exhaust system and incorporate the results into the final design
prior to releasing the solicitation. In the interim, the Coast Guard
is also reevaluating the proposed acquisition strategy. Consequently
the Coast Guard does not intend to make a final decision on the
acquisition strategy for this requirement until the summer 1995. Any
resulting changes to the Coast Guard acqusition strategy will be
