SATCOM Terminal Development office (ESC/MCP) at the Electronic System
Center, Hanscom AFB, MA is seeking information to determine the
availability of NDI UHF SATCOM DAMA-capable modems and modem control
indicators (CI), designed for aircraft environment, that comply with
MIL-STD-188-181, MIL-STD-188-182, MIL-STD-188-183, and specification
ESC-ABN-MOD-FS001A, 30 March 1995. The Government is contemplating
inviting vendors to ESC to present their products. Interested vendors
must contact the technical point of contact, Lt Tara Dubilo, ESC/MCP,
(617) 271-6423, FAX (617) 271-6101, within ten (10) working days of the
publication of this announcement to declare their interest in
participating in this market survey and to request a copy of the modem
specification. Vendors may either obtain a copy of the specification
directly from the contracting officer or technical point of contact or
they may request one be mailed to their location via first class mail.
Within fifteen (15) working days of the publication of this
announcement, vendors shall submit a brief technical description of
their modem and CI (not to exceed two pages), along with written
answers to the questions below, to the contracting officer. Based on
the technical descriptions and the answers to the questions, the
contracting officer may contact appropriate vendors to schedule a visit
to ESC to provide an information presentation to last not more than two
(2) hours. This presentation must be completed within twenty-five (25)
working days of the publication of this announcement. Participation in
this market survey will be SOLELY AT THE VENDORS' EXPENSE. This
announcement/market survey may not lead to a future competitive
procurement activity and is not to be construed as an RFP/IFB nor as
Government intent to issue an RFP/IFB. For the presentation, interested
vendors will, to the extent possible, bring available modem and CI
equipment and provide all testing data/reports accumulated to date. The
hardware will be retained by the vendor at the end of the presentation.
Test data and the answers to the questions will be retained by the
Government. All information provided to the Government as a part of
this survey will be treated as sensitive unless specified otherwise.
The questions requiring written answers, as mentioned above, are as
follows: 1. Has your company produced an EDM, LRIP, or production
version of either a modem or CI that complies with specification
ESC-ABN-MOD-FS001A, 30 March 1995? If yes, what is the approximate date
of delivery? 2. Does your modem satisfy the technical parameters of
specification ESC-ABN-MOD-FS001A, 30 March 1995? Control indicator? 3a.
Has your modem undergone environmental testing that would satisfy
specification ESC-ABN-MOD-FS001A, 30 March 1995? Control indicator? 3b.
If either answer to 3a is yes, what are the results of that testing?
4a. Has your modem undergone EMI testing that would satisfy
specification ESC-ABN-MOD-FS001A, 30 March 1995? Control indicator? 4b.
If either answer to 4a is yes, what are the results of that testing?
5a. Has your modem undergone performance testing that would satisfy
specification ESC-ABN-MOD-FS001A, 30 March 1995? Control indicator? 5b.
If either answer to 5a is yes, what are the results of that testing?
6a. Has your modem undergone JITC-approved certification testing
against MIL-STD-188-181? 6b. If the answer to 6a is yes, what are the
results of that testing? 6c. If such testing is currently scheduled,
who will perform it and what is the start date? 7a. Has your modem
undergone JITC-approved certification testing against MIL-STD-188-182?

specification-compliant production modem in quantities less than
twenty-five (25), greater than one hundred (100)? 13. What is your ROM
estimate for the cost your specification-compliant production CI in
quantities less than twenty-five (25), greater than one hundred (100)?
14. What assumptions were made in establishing the above ROM estimates
(e.g., schedule, cost elements, commercial vs mil-spec parts, etc.).
