acceptable,. The configuration and performance baseline must comply
with the OEM Specification. The Government does not possess the form,
fit and function for these data. The Government reserves the right to
make multiple awards. The U.S. Army Communications Electronics Command
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Requests for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government to Industry. Effective 1
October 1994, all solicitations issued from Fort Monmouth for
acquisitions over the small purchase threshold will be solicited via
the EBB. After 1 Oct 94, only those parties who do not have the
equipment necessary to access the EBB will be forwarded hard copies
upon request. However as of 1 Jan 95 hard copiies will no longer be
distributed. (Exceptions are Post Camp and Station acquisitions). All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the cecom EBB system. To
become a user of the EBB you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. Detailed
information regarding system requirements is contained in the U.S. Army
CECOM EBB User's manual. A User's Manual, identification code and
password will be issued upon request. All requests must include 1)
Company name, 2) point(s) of contact name(s) and title(s), 3) return
address(es), and 4) telephone number(s). Please send your request for
the User's manual/EBB access in writing to either Mr. Thomas Newman or
