Soldier Systems Command (Prov) intends to acquire by full and open
competition, Mounted Crewman Boots based on the standard Intermediate
Cold Wet Boot with the following modifications: a non-metallic safety
toe, strap and buckle closure, non-insulated, lined padded quarter,
water resistant (not waterproof) leather. The boot will have a Goodyear
welt cemented Vibram 148 Kletterlift sole and be made on a 701 last,
M2673B-1 last or equal. These boots if adopted as standard, will be
procured in the full size range of the standard Intermediate Cold Wet
Boot to fit the 5th percentile female to the 95th percentile male
soldier. CLIN 0002 (due 60 days after contract award) will require 500
pairs of boots in various sizes ranging from men's size 8 regular to
12 1/2 wide. Upon completion of testing and acceptance of CLIN 0002,
Contractor will be notified to produce 10,000 pairs of these boots in
various sizes from men's size 5 regular to 13 wide will be procured
under CLIN 0003 (due 120 days after notification from the Contracting
Officer). The Mounted Crewman Boots will be made in strict accordance
with a guide sample boot, which will be furnished by the government
upon request. Technical data is also required (CLIN 0004) and to be
delivered FOB Destination, Natick, MA. First articles, CLIN 0001, due
thirty (30) days after award of the contract and production quantities
(CLIN 0002), due thirty (30) days after acceptance of the first
articles. The Army reserves the right to consider a small or small
disadvantaged business set-aside based on the responses hereto.
Interested firms must submit within 15 days following the publication
of this synopsis, information on their previous related experience,
personnel resumes, list of facilities, and any other specific
information the firm believes demonstrates its ability to perform the
proposed work. Firms responding shall indicate whether or not they are
a small business concern. For the purpose of this requirement, any
concern employing 500 or less employees is considered small business.
