The Army Research Laboratory (ARL) Survivability/Lethality Analysis
Directorate, Fort Monmouth, NJ is seeking sources with capability and
expertise to provide Vulnerability Assessments of Netted Command
Control Communication Computer and Intelligence (C4I) Systems. The
potential contract is for assessing electronic system vulnerability to
electronic warfare (EW) and information warfare (IW), developing
counter-countermeasures (CCM) strategies to support C4I netted system
development and product improvement programs. Army C4 systems either
currently under assessment or potentially under future study include
ABCS, CHS, CV2, SINCGARS, EPLRS, MSE, IVIS, SMAR-T, SCAMP, Universal
Modem and future digital radios providing multi-mode, multi-band, high
capacity, and wide bandwidth. Relative to IW, emphasis will be placed
on Defensive Information Warfare systems, Force XXI, Army battlefield
digitization, open system architecture, operational architecture,
technical information architecture, tactical Inter-network
architecture, network protocols, including TCP/IP protocols, ISO
layers, computer viruses and other methods of malicious attack. Firms
should have appropriate background capability and expertise in
laboratory and field experiments, in computer modeling, and assessment
and development of CCM technology. The effort requires extensive
experience in computer programming and knowledge of, but not limited to
systems employing packet switching, flood search routing, message
routing, intra/inter system gateways and interface protocols.
Capability is required in the design, development and delivery of
hardware, software and databases, and user and technical manuals and
reports. This synopsis is for information and planning purposes only,
does not constitute a solicitation for bids or proposals, and is not to
be construed as a commitment by the Government. After statements of
capability have been screened, a solicitation will be issued to those
prospective sources which, in the sole judgement of the contracting
activity, have the best potential of successfully fulfilling the
Government's requirements. Firms responding to this announcement shall
indicate whether they are or are not a Small Business or Small
Disadvantaged Business Concern as defined in FAR 52.219-2. The Army
reserves the right to consider a Small Business set-aside based on the
responses. Interested firms must submit, in accordance with numbered
Note 25, the particulars of their experience, capabilities and
background pertinent to this program. The closing date for the
submission of particulars is 15 days after publication of this
synopsis. Respondents of this notice will not be notified of the
results of the evaluation of information submitted. Since no other
information is available for release regarding this procurement at this
time, telephone requests will not be honored. The Government will not
