Contracting Officer, (301) 443-1301 The National Institute on Drug
Abuse (NIDA) is soliciting proposals from qualified organizations to:
provide design leadership to analyze forensic urine drug test data for
statistical validity and reliability across a surveyed population;
investigate relationships among reported specimen attributes such as
specfic gravity, creatinine, pH, etc.; design and conduct appropriate
statistical analyses and computer runs of the data; and manage the
writing and editing of two papers on the collection and reliability and
validity of these data for publication in a peer-reviewed journal. The
offeror must demonstrate an excellent record of publication in the
area of urine drug testing for drugs of abuse and must understand the
survey context in which these data are to be evaluated. A Forensic
Toxicologist with experience in management of urine drug testing
operations is considered essential. A depth of personnel is required
with: a record of excellent performance in the statistical analysis of
laboratory urine testing for drugs of abuse; excellent computer
skills, including the use of SAS; familiarity with epidemiological
survey analysis techniques; and an excellent record of appropriate
publications and presentations, with particular attention to those for
