The Federal Communications Commission (FCC) intends to enter into a sole source contract with Professor John McMillan, University of California at San Diego, to perform the analyses described in item #8 of this synopsis. The level of analysis expected requires: a PhD in economics; a minimum of 5 years experience in game/auction theory; knowledge of the FCC auction rules and the Fifth Report and Order in PP Docket No. 93-253 (released July 15, 1994), Fourth Memorandum Opinion and Order in PP Docket No. 93-253 (released October 19, 1994), and Memorandum Opinion and Order in PP Docket No. 93-253 (released November 17, 1994).
