STUDIES AND DESIGN TASKS AT MSFC AL -- IDENTIFICATION NO: A-E 1 (95)

GP26/Contracting Officer The Architect-Engineering services to be
provided under this procurement consist of field investigations,
studies, preliminary engineering reports (PER'S), final designs, and
other AE services for the following described efforts: (1) Cost
studies, engineering feasibility studies, and preliminary engineering
reports for large construction of facility (CoF) projects, as well as
for smaller local approved projects -- (2) Preparation of final design
documentation for miscellaneous modification, rehabilitation, new
construction, and repair projects ranging in construction value from
$10,000 to approximately $1,000,000 -- The work to be done as part of
this contract will require all disciplines -- The AE shall have full
in-house capabilities or access to these capabilities, including
architectural, mechanical, electrical, civil/structural, and cost
estimating -- It will be a requirement that all work be overseen by a
registered professional in each respective discipline -- In addition,
all work produced under this contract will require the stamp of a
registered architect or engineer -- The AE shall show evidence of
experience in the following experience profile codes: 015, 019, 023,
031, 032, 036, 043, 051, 055, 056, 058, 059, 061, 062, 072, 077, 079,
080, 089, 100, 101, and 111 -- Because of the nature of this contract,
the AE's distance from Huntsville, AL, will be a major consideration,
along with the distance of any proposed subcontractors -- In their
submittal, the AE should clearly define which office will be lead and
the capabilities and size of that particular office -- Other company
resources and experience should be shown separate from the lead office
resources and experience -- A fixed price task order type contract is
anticipated, with an estimated start date of September 20, 1995, and
completion date of September 19, 1996, with two one-year option periods
-- Firms responding to this synopsis should include appropriate
information regarding any consultants or associates to be used and
should include the identification Number A-E 1(95) in their submitted
Standard Forms 254 and 255 and accompanying letter of transmittal --
The above services are set-aside for Small-Business or Small
Disadvantaged Business firms only under SIC 8711/8712 ($2.5m) --
Responding firms shall submit a small business representation in Block
4 of the Standard Form 254 -- Failure to do so may cause your firm to
be considered ineligible for consideration -- Only eligible
small-business business architect-engineer firms which meet
requirements described in this announcement A-E 1 (95) are invited to
submit a completed Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Project, and appropriate data as
described in Numbered Note 24 to the address shown above no later than
30 days from the date of this publication -- If consultants or
associates are to be used, their appropriate information should also be
included -- Evaluation criteria and all other provisions of Numbered
Note 24 shall apply to this notice except that (a) in the sentence
beginning ''Selection of firms for negotiations,'' the fourth
additional consideration listed is changed to read: ''(4) past
experience, if any, of the firm with respect to performance on
contracts with NASA, other Government agencies, and private industry;''
and (b) in the last sentence, ''National Aeronautics and Space
Administration'' is substituted for ''Department of Defense'' -- This
notice is intended to provide sufficient information for preparation of
a Standard Form 255 and MSFC officials should not be contacted by
letter or telephone to request additional information -- Additional
information will not be furnished at this time -- Submittal should be
properly marked with Identification No. A-E 1 (95) -- The mailing
