Facilities Engineering Service Center (NFESC) is seeking firms
interested in the design, construction, permitting, testing, and
operation of a Supercritical Water Oxidation (SCWO) treatment plant.
The Navy has initiated a program to reduce costs of hazardous waste
disposal by implementing on-site treatment of liquid and liquifiable
organic hazardous wastes using SCWO. The initial site selected for
implementation is Naval Base Pearl Harbor, HI. The typical organic HW
streams and quantities from this site include: 154,000 lbs. per year of
paint wastes; 58,000 lbs. per year of nonchlorinated solvents; 75,000
lbs. per year of waste oils; 8,000 lbs. per year of adhesives and
sealants 3,000 lbs. per year of greases; 70,000 lbs. per year of
aqueous organics; 281,000 lbs. per year of gasoline/fuels; 81,000 lbs.
per year of other Hazardous Wastes; and 150,000 lbs. per year of
chlorinated wastes (dependent of capability) Firms having the technical
and management capabilities, facilities, and experience necessary to
conduct all or portions of this program are invited to submit a letter
of interest describing their technical approach, management concept,
participants, and relevant experiences. The SCWO facility would be
CONTRACTOR OWNED AND OPERATED. The contractor will recover their
initial investment and annual operating cost, plus a reasonable profit,
through Navy contracts to process hazardous waste for a period of
approximately ten years. Project funding must be obtained by the
contractor from private sources. If this project is successful, the
Navy may propose similar arrangements at other Navy installations. The
project is limited to Supercritical Water Oxidation. Other waste
treatment technologies will not be considered. The gaseous and liquid
components of the effluent from the SCWO process must meet all Federal,
State, and local discharge requirements for Pearl Harbor, HI. The solid
component of the effluent may contain metals that will require disposal
as hazardous waste. Responses are required in writing and mailed to the
