labor, material, and equipment necessary to perform drydock repair of
USCGC WHITE HEATH, including, but not limited to, the following minimun
items: Remove, inspect and reinstall propeller shaft; renew
water-lubricated shaft bearings; remove, inspect and reinstall
propeller; minor repair and renew the depth indicating transducer;
clean galley ventilation system; overhaul, renew, and test valves;
remove, inspect and reinstall main rudder assembly; preserve buoy deck;
clean and inspect diesel fuel tanks; clean and inspect sewage and grey
water collection and holding tank; clean, inspect, and disinfect
potable water tank; renew corrosion preventive zinc anodes; temporary
logistics; routine drydocking; clean ventilation systems; realign main
engines; overhaul fire pump motor; overhaul ventilation fan motors;
renew steering wire rope and sheaves; overhaul chain stoppers; overhaul
anchor windlass assembly; overhaul anchor and anchor chain; temporary
messing; temporary berthing clear vacuum flush piping. Proposed
contract will also contain indefinite items including, but not limited
to: Welding Repairs; renew various waster pieces; remove, inspect and
reinstall port and starboard rudder assemblies; renew upper or lower
rudder bearing; preserve underwater body; preserve potable water tank;
ultrasonic testing. All work to be performed at the contractor's
facility. Period of performance is forty-two (42) days. Availability is
scheduled to begin 24 July 1995. There will be a non-refundable charge
of $100.00 required in the form of a certified check or money order
made payable to the U.S. Coast Guard for the requested drawings. Funds
are not presently availabe for this procurement. The Government's
obligation under this solicitation is contingent upon availability of
appropriated funds from which payment for contractual pruposes can be
made. The solicitation will be issued on or about 26 April 1995. All
responsible sources may submit a bid which shall be considered by the
U)S) Coast Guard. The Department of Transportation (DOT) office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amountto a surety against lossed. For
