M -- MAUI SPACE SURVEILLANCE SYSTEM (MSSS) OPERATION, MAINTENANCE, RESEARCH AND DEVELOPMENT, AND SUPPORT SERVICES Sol RFP FA2573-94-R-0001 due 053195. Contact Specialist, Merrill R. Non-personal services to conduct Operations, Maintenance, Research and Development, and Support of the Maui Space Surveillance System (MSSS) on Maui, Hawaii. This notice replaces the CBD notice of 23 Feb 95. The MSSS consists of the Maui Optical Tracking and Identification Facility (MOTIF) and the Air Force Maui Optical System (AMOS). The Advanced Electro-Optical System (AEOS) is in the development and construction stages but is part of the MOTIF and AMOS combined Statement of Work (SOW). The MOTIF portion of the MSSS Sow provides for the Operation, Maintenance, and Support of the MSSS. The AMOS portion of the MSSS SOW provides for Research and Development, and visiting experimenters including academic institutions. Bidders must be able to operate the MSSS 24 hours-a-day, 7 days-a-week. This will be a Cost Plus Award Fee contract. MOTIF will have a basic period of performance of 10 months, 1 Dec 95 through 30 Sep 96, with eight half-year priced options, FY96-00. The period of performance for AMOS will be four years and 10 months, 1 Dec 95 through 30 Sep 00, with incremental funding. There will be a 41 day phase-in period, 20 Oct 95 through 30 Nov 95. The acquisition will be full and open competition. A draft Request for Proposal (RFP), with attached separate SOWs, was issued on 11 Mar 94. Release of the final RFP is anticipated to be on or about 19 Apr 95. Prospective offerors responding on the draft RFP need not resubmit a request for the final RFP. For other offerors, requests for the RFP must be in writing, limited to one copy per company. Security requirements are such that to be considered responsive to this acquisition, Contractors must possess a TOP SECRET facilities clearance and a minimum of SECRET safeguarding level. A site visit is scheduled to be held at the Maui, Hawaii site on 25 Apr 95 at 8:00am. The preproposal conference will be held in Colorado Springs, CO approximately 7 to 10 days after the site visit. Attendance is limited to three persons per company including subcontractors. Individuals attending must respond by 11 Apr 95 with the following information: Name, SSAN, Clearance, U.S. Citizenship, Company Name, Position Title, and Phone Number. Substitutions for the site visit will not be accepted after 18 Apr 95. Confirmed security clearance of SECRET is required for the site visit and proposal conference. Security information must be in accordance with DoD 5220.22-M, the Industrial Security Manual (ISM) for Safeguarding Information or the National Industrial Security Program Operating Manual (NISPOM), which is scheduled for implementation and replacement of the DoD 5220.22-M ISM.
