the 3/28/95 synopsis. The National Library of Medicine is seeking small
business sources for the preservation microfilming of brittle library
materials as a means of saving the information contained within them
for future use. Preservation microfilming requires high standards for
the quality of volume preparation, updating of bibliographic records,
filming, and quality control. American National Standards Institute
standards for the photographic processes used to produce an archival
quality microfilm and other stringent technical requirements must be
met. At the same time bibliographic control of the material must be
carefully maintained to preserve access to it. Bibliographic control is
achieved by careful page-by-page collation to identify all
bibliographic and physical problems, preparation of targets and update
of online records when volumes have been collated and later when the
microfilm has been produced. NLM has written specifications and
guidelines for targets and file maintenance. The project will be broken
down into two parts. Part 1 consists of bibliographic control and
preparation for filming. The subtasks of this part are 1) Search
bibliographic utilities for titles to be filmed; 2) Pull volumes and
perform page-by-page collation; 3) Determine appropriate preparation
actions; 4) Produce various targets; 5) Program microfilm reels; 6)
Inspect all work and correct all preparation errors; 7) Ship volumes to
offsite filming facility; 8) Check-in filmed volumes and microfilm
reels; 9) Update NLM online bibliographic files; 10) Track the location
of each physical piece throughout the preparation process; 11) Monitor
and control the overall preparation workflow; and 12) Perform rework
as needed. Part 2 of the project is the filming of the material to
archival standards and the production of a camera negative and print
master copy of the film and labeling and boxing the film. The subtasks
of Part 2, Preservation Microfilming are: 1) Produce camera negative,
print master, and if requested, service copy reels; 2) Produce various
targets; 3) Follow special filming instructions provided for individual
books; 4) If needed, and if approved by NLM, disbind volumes; 5) Box
and label each reel; 6) Perform technical, physical, and page-by-page
bibliographic inspection of film; 7) Correct all filming errors; 8)
Fill out an NLM inspection form for each camera negative reel; 9)
Return microfilm and filmed volumes to NLM; and 10) Perform rework as
needed. Part 1 will be done on site at NLM in Bethesda, MD.; Part 2
will be done at a Contractor's facility. Potential offerors may propose
on Part 1, Part 2 or both parts of the project. The Government may make
multiple awards. Approximately 25,000 volumes will be microfilmed under
this contract over a five year period. For Part 1, offerors should
provide evidence of successful corporate experience within the last
five years in the execution of projects involving preparation of
brittle/fragile library materials for filming, library collection
maintenance, or bibliographic control of library materials which are
similar in size, scope, and complexity to NLM's proposed project.
Offerors' prior experience should reflect a high level of performance
in the following areas: 1) project planning, supervision, and
management; 2) quality control, as evidenced by consistent on-time
delivery of technically acceptable work; 3) analysis and resolution of
complex bibliographic problems; 4) provision of qualified staff at
appropriate levels and in appropriate numbers to meet project
requirements; and 5) provision of adequate amounts of staff training.
Offerors should demonstrate their ability to provide a full-time,
on-site Project Manager with a Master's Degree in Library Science and
at least 3 years of relevant experience within the last 6 years in
managing projects relating to preservation microfilming, library
collections maintenance, or bibliographic control of library materials.
Offerors should demonstrate their ability to provide Library
Technicians with at least one year of library or library-related
experience. For Part 2, offerors should provide evidence of at least 3
years of successful corporate experience within the last five years in
producing preservation microfilm from brittle/fragile library material
for projects similiar in size, scope, and complexity to NLM's proposed
project. Offerers' prior experience should reflect a high level of
expertise in the following areas: 1) ability to meet stringent
technical requirements for archival-quality preservation microfilm; 2)
ability to resolve special filming problems presented by
brittle/fragile library materials; 3) quality control, as evidenced by
consistent on-time delivery of technically acceptable work; 4) project
planning, supervision, and management; 5) provision of qualified staff
at appropriate levels and in appropriate numbers to meet project
requirements; and 6) provision of adequate amounts of staff training.
Offerors should demonstrate their ability to provide a Project Manager
with training/education in photographic science and preservation
microfilming and at least 2 years of relevant experience within the
last 5 years in managing preservation microfiliming projects. Offerors
should demonstrate their ability to provide camera operators with at
least 6 months experience in filming brittle/fragile library materials.
Interested firms must submit capability statements including a resume
for proposed Project Manager; at least 3 references (including current
addresses and telephone numbers) with knowledge of the offeror's
recent performance on relevant projects of similiar complexity. The
size standard - average annual receipts for the preceding three years
- is not exceed five (5) million dollars. This synopsis is for
