U -- SOLE SOURCE CONTRACT FOR MULTIRATER PROPRIETARY INSTRUMENT SOL OPM-RFI-95-002ASH POC Antoinette Henry Contract Administrator 202-606-1228. The Office of Personnel Management (OPM) intends to issue a sole source contract for proprietary multirater instrument used for global assessment and feedback of a performanced based curriculum. The OPM Federal Executive Institute (FEI) requires a global assessment and feedback instrument (one which eleicits evaluation from superiors, and up to six peers and subordinates, as well as the principle) to fit into its performance based curriculum. This instrument should examine lessons learned from experience, opposed to theory based matters. It should not be widely used in the Federal community because the FEI desires to keep its curriculum unique. It should examineleadership issues based on best practice and should diagnose derailment issues that, if not corrected, will predict failure or lack of promotion opportunity. The instrument should be research based and contain a large, validated private sector workforce against which FEI participants might be examined. It is the intent of OPM to issue a non-competitive contract due to the proprietary nature of the instrument. Other instruments have been identified for potential use however, they did not meet the standard characteristics developed by the FEI. This Notice will close 15 days after the publication date.
