Technology (JAST) Integrated Subsystems Technology (J/IST)
Demonstration Program, SOL JAST 95-3. The purpose of this synopsis is
to announce the JAST Program Broad Agency Announcement (BAA) 95-3.
Proposals are due 1200 hours, Eastern Standard Time, 9 June 1995,
addressed to Naval Air Systems Command, 1421 Jefferson Davis Highway,
Arlington, VA 22243-5120, Hand delivered copies are to be delivered to
1411 Jefferson Davis Highway, Room 136, Arlington, VA 22243-5120, to
the attention of LCDR Zarou. Introduction: The JAST Program Office,
Washington, DC, is planning to solicit proposals (technical and cost)
for the research efforts summarized below. A BAA Information Package
provided detailed information on the objectives of the BAA deliverables
and proposal preparation and submission requirements. Interested
companies who would like to receive the BAA Information Package may

information package will be provided by mail on a 3.5 inch disk in the
latest Microsoft Office applications. The disk may also be picked up
at the JAST Program Office at 1745 Jefferson Savis Highway, Suite 307,
Arlington, VA 22202; only one copy will be provided per contractor.
BAA Requirements: 1) Technical Description: The J/IST Suite concept
detailed design(s) and technology maturation work awarded in response
to this BAA must contribute to significantly lowr\er cost for joint
strike aircraft weapon systems, maturation of advanced technologies for
affordability, and future demonstration of common/highly common
integrated hoint strike weapon systems concepts for the Navy, Air
Force, Marine Corps, and our Allies. The objective of the J/IST
Demonstration Program is to convince both industry and government
decision makers that the J/IST Suite will provide the promised Life
Cycle Costs (LCC) reductions and increased availability, Reliability,
Maintainability and Supportability (RM&S), and war fighting
capabilities and that the technologies upon which this integrated
subsystems suite are based are sufficiently mature to enter Engineering
and Manufacturing Development (E&MD) in the 2000 time frame. Subsystems
must be viewed from an air vehicle level perspective. Improvements to
individual components or single-function subsystems, when pursued
separately, may not bring about significant vehicle level LCC savings.
An integrated approach which exploits the synergistic interactions
among the various subsystems, using multi-functional gardware, offers
the greatest opportunity to make significant advancements tawards
down-sizing the air vehicles reducing Operations and Support (O&S) and
acquisitions costs, and improving availability and war-fighting
capabilities. 2) Anticipated Period of Performance: 49 months of
technical effort fter contract award. 3) Expected award date: 21 Jul
95. 4) The number of contract awards and the amount of each award will
be based upon the assessment of the proposal's contributions to the
J/IST Dimonstration Programs's objectives. It is anticipated that up to
$95.46 Million worth of contracts will be awarded, consisting of one or
more awards (cost type). The Government funding profile (in $
Millions)is estimated as follows: FY95 0.3; FY96 26.5; FY97 27.4; FY98
