The Federal Aviation Administration (FAA), has a requirement to provide
and install Radar Video Compression/Decompression System (RVCS)
equipment, ARCATA model RVCS 2000 or equal. Item #1: This equipment
must accept Airport Surveillance Radar (ASR-8) Trigger, Synchro
Azimuth, Digital Azimuth, Azimuth Change Pulse, Azimuth Reference
Pulse, MT1 Video, and Normal Video outputs along with analog Mode-S
Beacon Video. It must compress and encode these signals in a format
compatible for transmission on one T1 data circuit. It must decode and
decompress the composite T1 data to reconstitute the ASR-8 and analog
Mode-S Beacon Video. It must be compatible and interface with digital
low density remote communications link equipment; Item #2: is to
supply (1) initial site spare part set; Item #3: is to supply
installation and testing service for the Radar Video
Compression/Decompression System; Item #4: is on-site maintenance
training for the installed equipment. The training shall include
material for eight (8) Electronic Technicians. These supplies are only
known to be available from ARCATA Associates, Inc., as a result of
previous years market surveys and inquires. Other concerns having the
ability to furnish the above property are requested to give written
notification (including the name and telephone number of a point of
contact) to the procuring office listed above, with reference made to
market survey file DTFA08-95-B-03264, within 21 calendar days from the
date of this publication. Responses should provide information
regarding the ability of your concern to satisfy the Governments
requirement. All responses to this market survey will be considered
prior to further acquisition action by the Government. Any information
received as a result of this announcement will not be provided to
other contractors and will normally be considered soley for the purpose
of determining whether to conduct a competitive procurement. The final
determination by the Government not to open this requirement to
competition, based on any information provided is solely within the
discretion of the Government. This notice BELOW is for informational
