3865/Contracting Officer This synopsis is the fifth special notice
concerning the Navy's plan for contracting for future base
telecommunications support under the Naval Telecommunications
Infrastructure Project (NAVTIP). On several occasions, it has been
briefed that a final draft Request For Propsal (RFP) for the Naval
Telecommunications Infrastructure Project (NAVTIP) would be available
to the vendor community on 31 March 1995. The purpose of this notice is
to inform the vendors that the draft RFP will be delayed due to the
Navy's requirement to refine its requirement, thus ensuring that the
efforts associated with the Defense Message System (DMS) and Defense
Information System (DISN) architecture are fully incorporated into the
RFP. The numerous inputs received from the vendor community with
respect to the 2 February 1995 NAVTIP vendor conference and preliminary
draft solicitation which was provided at the conference are being
incorporated into the draft RFP. Vendor questions and comments are
being staffed and researched at this point in time. The vendor
community's interest has been most gratifying. The Contracting Officer
has met with some of the vendor who provided significant comments to
the draft solicitation. Appointments will be scheduled for other
