The Fleet and Industrial Supply Center, Norfolk Detachment, Washington, D.C. intends to procure a 1.3-meter f/4.0 modified Ritchey-Chretien telescope with control system to be installed at the United States Naval Observatory in Flagstaff, Arizona. The field of view shall be no less than 1.7 degrees, achieved with one or two quartz correctors in the converging beam near the focal plane. Good image quality in a flat focal plane over the field of view is required. Accurate pointing and tracking is required when carrying instrumentation weighing up to 200 kg. Reliable performance for unattended operation is required. In addition, there are 4 option items: Option (1): instrument rotator, which shall mount to the instrument mounting surface of the telescope, not more than 0.12 meters in thickness. Option (2): Absolute encoders to be used for telescope hour angle and declination to provide pointing accuracy (after pointing and refraction corrections) better than 10 arcseconds at all altitudes ) 30 degrees and resolution better than 1 arcsecond. Option (3) : Enhancement of the minimum optical performance, either by achieving a substantially larger view or by achieving a substantially improved quality, or both. Option (4): Accelerated completion in 15 vice 18 months after date of award to include the complete installation, alignment, collimation, and demonstration of its correct operation.
