Power Administration has a requirement to purchase 13 EA copies of a
Short Circuit and Relay Coordination Program. The program must be
capable of operating on an IBM 386 compatible computer or better, with
at least 4 MB of RAM. The program must run on Microsoft Windows 3.0
and MS-DOS 3.2 or later operating systems. The program must model the
following minimum power system equipment; generators, loads, line and
bus shunts, transmission lines, zero sequence mutual coupling from
parallel transmission lines, two and three winding transformers, phase
shifters, and capacitors and reactors. The program must be capable of
simulating 4000 busses representing a looped and radial configured
system. A data conversion program shall be provided to import system
data from the Power Technologies Incorporated (PTI) format. The program
shall come with a network license for Western to install the program on
a Local- and/or Wide-Area-Network. Other requirements of the software
are described in the specifications. The requirement includes program
and documentation upgrades and enhancements for a period of one year,
one day of on-site training, telephone support throughout the warranty
and maintenance periods, one users manual including network models for
each copy purchased, and permission to duplicate additional copies. The
delivery terms are FOB Destination Western Area Power Administration
warehouse, Denver, CO within 30 days after contract award. This
acquisition is unrestricted; all responsible sources may submit a bid
which shall be considered by the agency. The solicitation will be
issued on double-sided, high-density DOS-formatted 3.5-inch floppy
diskettes. The IFB and specifications are formatted using WordPerfect
5.1. The solicitation will also be made available in hard copy upon
