Deliverables & Technology Requirements: The system must be a ``stand
alone'' engineered unit capable of processing up to 250 pounds of Class
1.1 P/E contaminated waste within any given 8 hour shift. The system
must meet all explosive hazards requirements for safe operation
established by Alliant Techsystems and the DoD/Navy. The system must
process the Class 1.1 P/E contaminated waste sufficiently so that the
decontaminated wastes are suitable for landfilling and/or reuse (i.e.
decontaminated material cannot be open burned or incinerated). The
system must use utilities typically available at ABL (i.e. steam, air
and/or electricity). The system must be capable of extracting and/or
chemically destroying all 1.1 energetic materials that contaminate
ABL's wide range of cleanup and processing wastes, while using an
environmentally benign extracting medium, and nonhazardous destruction
medium. The system must be able to be turned over to ABL for operation
after GOP development (if desired by ABL). The system must employ a
subscale characterization system to adequately characterize each P/E
waste stream prior to processing. Proof of Principle / Feasibility. The
technology proposed for use at ABL must have sound scientific bench
scale (or better) data demonstrating feasibility for scale-up to an
operating level. The proposed technology must be feasible for explosive
applications that will meet restrictions for Quantity/Distance
operating requirements. Period of Performance: The first operating
requirement must meet the schedule established by the WV DEP OAQ for
triggering the incinerator construction. The system must be, at a
minimum, ready to operate on or before 12/31/95. Some schedule slippage
will be negotiated with the State of WV if the unit is nearly ready for
operation on that date. A schedule indicating operational start-up
appreciably beyond the 12/31/95 deadline (i.e. no more than 60 days
beyond) will not be accepted. System optimization and GOP development
for operating the unit must be completed within 18 months of contract
award. Cost Estimate: The cost of the system, installation, startup,
optimization, GOP development, and subscale characterization 0 is in an
expected range should be between $1.25M and $2.00M. Basis for Award:
The contract award will be based on technical merit, schedule for
startup operation and unit completion, and overall cost. The relative
weighting for these categories will be determined using guidelines
