River, MD has a requirement for four Transmit/Receive Limiters (TRL)
with an installed Sensitivity Time Constant (STC) function that
correspond to an E-Band, G-Band, H-Band, and J-Band, respectively. The
following salient characteristics apply to each TRL. E-BAND: Operating
Frequency - 2.902 GHZ, Waveguide Size - WR284, Maximum Duty Cycle -
.002, Pulse Width - 1.00 microsec, Insertion Loss - 1.2db or less,
Variable Standing Wave Ratio - 1.5 or less, Recovery Time - less than
3 microsec at 3db, STC Attenuation - 10db, Waveguide Flange Shape -
Circular, Peak Power Fault - 1500 KW Maximum, Peak Power Normal - 60 KW
maximum, Flat Leakage - 30mw maximum, Spike Leakage Power - 400 mw
maximum, Bias Control Voltage - shall be defined when manufactured to
obtain the 10db attenuation required, Bias Control Current - shall be
defined when manufactured to obtain the 10db attenuation required.
G-BAND: Operating Frequency - 5.440 GHZ, Waveguide Size - WR 187,
Maximum Duty Cycle - .001, Pulse width - 1.00 microsec, Insertion loss
- 1.2 db or less, Variable Standing Wave Ratio - 1.5 or less, Recovery
time - less than 3 microsec at 3db, STC Attenuation - 10 db, Waveguide
Flange Shape - Circular, Peak Power Fault - 250KW maximum, Peak Power
Normal - 25 KW maximum, Flat Leakage - 50 mw maximum, Spike Leakage
Power - 500 mw maximum, Bias Control Voltage - shall be defined when
manufactured to obtain the 10db attenuation required, Bias Control
Current - shall be defined when manufactured to obtain the 10db
attenuation required. H-BAND: Operating Frequency - 6.470 GHZ,
Waveguide Size - WR137, Maximum Duty Cycle - .001, Pulse Width - 1.00
microsec, Insertion loss - 1.2 db or less, Variable Standing Wave
Ratio- 1.5 or less, Recovery Time - less than 3 microsec, Insertion

attenuation required. J-BAND: Operating Frequency - 15.200 GHZ,
Waveguide Size - WR62, Maximum Duty Cycle - .001, Pulse Width - 1.00
microsec, Insertion Loss - 1.2 db or less, Variable Standing Wave Ratio
- 1.5 or less, Recovery Time - less than 3 microsec at 3 db, STC
Attenuation - 10 db, Waveguide Flange Shape - Rectangular, Peak Power
Fault - 10 KW maximum, Flat Leakage - 40 mw maximum, Spike Power
Leakage - N/A, Bias Control Voltage - shall be defined when
manufactured to obtain the 10 db attenuation required, Bias Control
Current - to be defined when manufactured to obtain the 10 db
attenuation required. A Standard Technical Test Specification Sheet
with the required Control Voltage and Current for 10 db specified shall
be provided for each TRL. The TRL's shall be delivered no later than
180 days after award. The TRL's shall have a standard commercial
warranty. The proposed acquisition has been designated as 100% Small
Business Set Aside, the SIC Code is 3679, the Size Standard is 500
employees. Requests for copies of the solicitation must be received
within 15 calendar days from the date of this notice publication. All
