601-634-2420 The USAE Waterways Experiment Station (WES) proposes to
award a contract to SAS Institute Inc., Cary, NC, under authority of 40
U.S.C. 759(g), as amended, for the SAS System software. The contract
will be for the base year with four additional option years. Currently,
there are approximately 100 PC users. This software is needed for
performing statistical analysis of data in a variety of forms and
outputting data in report format. The software must be supported on the
DOS, Windows, Windows for Workgroups, Windows NT, Macintosh and UNIX
operating system platforms. WES has used SAS since the 1970's in
various capacities and applications and over the years has built
voluminous historical databases and procedure programs. The software
must be capable of reading data values in virtually any form, both
internal and external to the software, and then arrange the values into
a data set. The data sets must contain not only the data values but the
description of the values as well. The software must perform standard
operations such as modifying data by creating new variables,
accumulating totals and checking for errors. The software must have the
ability to write data in almost any form allowing the user to design
and produce printed reports from the results. Descriptive statistics
should be available including averages and standard deviations and be
capable of producing data in bar charts, pie charts and plots, both
two- and three- dimensional. Also, production and analysis of
contingency tables should be available and data should be able to be
ranked and standardized. The software must have tools capable of
combining values and observations from a number of data sets. The
software should have independent modules which can add tools which may
be selected by the individual user for the user's specific
application. The modules available should include capabilities for
performing advanced statistical analysis procedures, interactive
applications, menu-driven facilities for data entry, editing, retrieval
of files and text processing, development of executive type summaries,
graphics which are device intelligent and can be used in business and
research applications, interactive graphics and analysis using
multiple windows, performance of time series modeling, forecasting,
operations research, mathematical programming, statistical quality
control, and experimental design, interactive tools for data
exploration and analysis, full-featured spreadsheet and an interactive
matrix facility for performing advanced mathematical, engineering and
statistical needs. The foregoing described software is the only known
commercial software directly compatible with WES requirements. Any
other statistical analysis software package would have to be able to
utilize SAS data files and programs while maintaining data integrity.
