70 -- USE OF POST DEPLOYMENT SOFTWARE SUPPORT FACILITY (PDSSF) FOR ISRAEL SOL DAAJO9-89-C-A003 POC Darrell Dodds, Contract Specialist, AMSAT-A-PMAA, 314-263-0694. It is the intent of the Government to procure all services and hardware associated with use of the U.S. owned PDSSF related to the FMS Apache Helicopter. The Government of Israel (GOI) procurement of Apache aircraft included procurement of the Electronics Equipment Test Facility (EETF) to maintain and fault isolate inoperable Apache subsystems. The EETF utilizes Test Program Sets (TPS) that contain software used to troubleshoot various Apache Subsystem elements. These TPSs are updated and maintained only in the PDSSF. The PDSSF is a Government owned/Contractor operated intergrated system used to support and maintain all Apache on-board and off-board software intensive items. All conditions of authority 10 U.S.C. 2304(c)(1) exist. There is no competitive technical data package available and a solicitation will not be issued. The Governments minimum needs can only be satisfied by the unique expertise and services available from the prime manufacturer of the Apache Helicopter, McDonnell Douglas Helicopter Systems, 5000 East McDowell Road, Mesa, Arizona 85215-9797.
