David Hecht, 703/274- 1356 The Government intends to procure a
Standard Procurement System (SPS) for the Department of Defense (DoD).
It is DoD~s intent to procure a commercial system which will evolve to
meet DoD~s full requirements. These requirements include standard
business processes supported by standard sharable data, policies, and
procedures. SPS shall support Electronic Commerce/Electronic Data
Interchange (EC/EDI). SPS will eventually replace the numerous
automated information systems (AISs) currently used in DoD, as well as
to automate procurement sites which are currently not automated or
only semi-automated. The current AISs perform a broad spectrum of
procurement and procurement support functions, are hosted on a variety
of platforms, and address the requirements of all procurement
communities (inventory control point, installation, and major system)
in both the pre-award and post- award phases. This acquisition includes
software licenses, and options for the deployment (including
installation, data migration, and training) and support (including
maintenance, upgrading and retrofit) of the system. It is requested
that all interested vendors respond in writing, citing the solicitation
number, to : Contracting Officer, Standard Procurement System
(AQAC-DPCSC), Room 8B481, Cameron Station, Alexandria, Virginia
22304-6100. Responses may also be faxed to (703) 274-1356, or e-mailed
to HECHT_DAVID@HQ2CCGW.HQ.DLA.MIL. Since SPS will be a commercial
derivative system, only vendors who currently have a existing
commercial automated procurement system to offer will be considered.
Vendors are requested to send existing brochures or other documents
describing their existing commercial system. Vendors may also be
requested to provide a one-hour briefing to an interservice,
interdisciplinary Government team. As the Government contemplates
electronic transmittal and receipt of all documents relating to this
procurement, vendors are strongly encouraged to provide INTERNET e-mail
addresses for their points of contact on this solicitation. The
Government intends to issue a draft solicitation for industry review
and comment in mid-April 1995, and to conduct a pre-solicitation
conference and industry briefing in early May. Vendors are strongly
encouraged to provide written comments on the draft solicitation. The
Government plans to make all documents accessible to prospective
offerors on a Government electronic bulletin board system (BBS).
