Contracting Officer, (904)234-4863. The Coastal Systems Station
Research and Technology Department intends to make available an
off-shore sea mine target field for electro-optic sensor data
collection. The purpose is to allow interested, qualified parties to
collect electro-optic sensor data for sensor and data analysis
evaluation. The target field will be made available at no cost to an
individual user for a period of up to one work week (Mon-Fri,
0730-1600). A limited amount of support facilities can be made
available at the Coastal Systems Station during the test period such as
hanger space, ramp space, an office and telephone. The target field
will consist of an area 250 feet by 650 feet located 3 miles offshore
from Panama City FL with target depths ranging from the suface down to
60 feet, in water 80 feet deep, containing approximately 20 realistic
mine targets in the water column. Ground truth data will be provided
along with an exact description of each target type. It will be the
responsiblity of the selected firms to collect whatever environmental
data may be required. Interested firms must furnish the COASTSYSTA
technical point of contact with a letter describing their interest and
ability to collect data within 30 calendar days of the publication of
this notice. The letter should be limited to three (3) pages maximum
and provide a system description, a concept of operations, a high level
test plan and any support requirements, all safety issues and necessary
approvals, and designate a primary and alternate week desired for
testing. COASTSYSTA will use this information to evaluate an interested
firms readiness to test. Selected firms will be notified with a
scheduled date for range availability by approximately 15 May 1995.
Selected firms will then be required to submit a detailed test plan for
review and safety approval. Selected firms must establish a Navy
Potential Contractor Agreement and agree to provide COASTSYSTA with a
copy of all data collected and their data analysis report. The target
field will be available starting 1 July 1995 for a maximum of 6 weeks
and will be sheduled on a first come first served basis. The COASTSYSTA
