Safety Administration intends to issue a solicitation to conduct a
study to determine the feasibility of developing and using some type or
form of electronic simulation to enhance the safety training of young
novice drivers. The contract shall conduct a state-of-art literature
review to identify potential uses of simulation in the training of
novice drivers and to identify current electronic devices that could be
used for the simulation; conduct a workshop with national experts to
discuss the conceptual procedures and potential application for
simulation; and, recommend development of simulation applications and
refinement of current electronic devices for use in the training of
novice drivers. These recommendations shall include estimated costs and
schedules needed for the development and pilot testing of procedures
and devices. Recommendations for needed long- term research for those
application not currently readily available also shall be provided.
Relevant contract activities shall be documented in a Final Report. The
proposed contract will be award for a twelve (12) month performance
period. Requests for this solicitation must be in writing. The
anticipated issue date of the solicitation is on or about April 12,
