Military Sealift Command (MSC) is seeking a test of commercially
provided, medium lift helicopter capability for maritime use. This
Advanced Concept and Technology Demonstration (ACTD) will focus on the
demonstration of Contractor provided services for airborne cargo
movement capability. MSC is planning to compete a one to two month at
sea demonstration to be conducted in the September-October 1995 time
frame. The helicopter should be compatible with current combat
logistics force (CLF) ships and capable of conducting vertical
replenishment (VERTREP) operations. It will operate within permissive
wind limitations. Only existing, FAA approved helicopters will be
considered and they will be commercial-off- the-shelf (COTS) or
non-developmental items (NDI). The selected contractor will assume full
responsibility for all aspects of this charter demonstration to include
providing pilots, maintenance, spares, insurance and other support as
required. Contractors interested in participating in this demonstration
should contact MSC no later than 18 April 1995. Expected RFP release is
