here is unrestricted. Architectural and Engineering (A/E) services are
required for preparation of plans, specifications, and cost estimates
for projects at Navy Ships Parts Control Center, Mechanicsburg, PA and
at other DOD installations throughout PA. The initial project is for:
the preparation of plans, specifications, and cost estimates for
exterior architectural improvements. Improvements will include
alterations to parking and roadway areas, storm water facilities,
curb/sidewalk replacement, utility modifications as necessary, and
pertinent landscaping, signing and lighting. In other projects issued
under this contract as delivery orders, there is likely to be a wide
variation in the complexity and size. Projects, such as: conversion of
warehouse space to administrative space, roof repairs, office
renovation, HVAC upgrades, electrical modifications, and fire
alarm/fire protection system renovations may be added to the A/E
contract for a period of one year after the contract award or until a
$500,000 design limit in contract price is reached. The contract may be
modified at the discretion of the Government, to include post
construction contract award services, such as: shop drawing
review/approval, consultation, construction inspection, and preparation
of record drawings. The proposed contract includes a option for the
same terms and conditions of the original contract for a period of one
(1) additional year. Asbestos material may be encountered during
design of projects. No other general notification to firms for other
similar projects performed under this contract will be made. Type of
contract: Firm Fixed Price/Indefinite Quantity with a $10,000 minimum.
Significant Evaluation Factors (in order of importance): 1.
Professional qualifications of staff to be assigned to this project. 2.
Specialized experience of the firm or sub contractors and consultants
in the type of work required. 3. Capacity of the firm to accomplish the
contemplated work within the required time limits. 4. Past experience,
if any, of the firm with respect to performance on DOD contracts. 5.
Ability of the firm to provide the contract drawings in a format
compatible with AutoCAD version 12 and specifications in SPECSINTACT.
6. Location of the firm in the general geographical area of the
project, provided that there is an appropriate number of qualified
firms within the area to be considered. Only firms located within 100
miles of Navy Ships Parts Control Center will be considered. 7.
Aggressive Internal quality control program with demonstrated results
of reducing design errors and/or omissions. 8. Volume of work awarded
to the firm by the DOD during the past 12 months. A secondary
evaluation factor is the use of Small, Women-Owned Business, or
Disadvantaged firms as primary consultants or as subcontractors.
Estimated start date is June 1995. A/E firms that meet the requirements
described in this announcement are invited to submit an SF 254 and SF
255, U.S. Government Architectural-Engineer Qualifications, to the
office shown at No. 7 of this announcement by 19 May 1995. Only these
firms will be considered. This is not a request for a proposal.

contract. The Government's obligation under this contract is contingent
upon the availability of appropriated funds from which payment for
contractual purposes can be made. No legal liability on the part of the
Government for any payment may arise until funds are made available to
the Contracting Officer for this contract and until the contractor
receives notice of such availability, to be confirmed in writing by the
