The National Library of Medicine (NLM) requires services for software
development and maintenance support for the Grateful Med software
systems and ancillary products. This proposed aquisition is a 100%
small business set-aside. The contractor will be required to furnish
qualified personnel (senior systems analyst) to develop and maintain
software on an individually negotiated task order basis. Personnel must
be able to work individually and as team members on complex problems
developing interactive window-based GUI applications on both PC and
Macintosh workstation platforms. Personnel must be capable of
developing multi-threaded client-server applications connecting to
multiple sources using both Internet and dial-up modem access. The
software development projects will use PC workstations, Macintosh
workstations, IBM and Unix servers, cross-platform development and
design toolkits, and an in-depth knowledge of communication protocols.
SIC Code No. 7379 (Size Standard - $18,000,000.00). Telephone or
facsimile requests will not be honored. All responsible sources may
submit a proposal which shall be considered by the agency. One or more
4-year level-of-effort type contracts will be awarded. The total
project effort is estimated at 48,000 senior systems analyst labor
hours (approximately 12,000 per contract year). Release of the RFP on
or about May 29, 1995 is contingent upon receipt of a Delegation of
