Brandon, Contract Specialist, (301) 443-8215 The Center for Substance Abuse Treatment is soliciting proposals from qualified organizations having capability to provide technical assistance to demonstration grant projects. The purpose of this contract is to enhance, through technical assistance, the knowledge and skills of 18 linkage grantees of the Center for Substance Abuse Treatment's Division of Clinical Programs (DCP), and the Health Resources and Services Administration's Bureau of Primary Health Care (BPHC). Technical expertise is to be provided in the areas of substance abuse, mental health, primary care, and infectious disease services. The contractor shall be asked to assess and prioritize grantee technical assistance needs; to design, plan, organize, and deliver on-site technical assistance, to design, implement and maintain an information system for tracking project data, to produce and distribute routine and special reports, to plan and deliver in-service training to DCP/BPHC staff, and to plan, coordinate, convene and evaluate technical assistance and training meetings. It is anticipated that a 20-month, incrementally funded contract, and two 12-month options will result from this solicitation. The estimated issuance date ofRFP No. CSAT-95-0014, is approximately 15 days from the date of this synopsis, and the reponses are due to be received in the Contracting Office approximately 45 calendar days thereafter. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294, or by mail. To download from the SAMHSA BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA modems will communicate at 1,200 to 9,600 BPS and can negotiate with higher speed modems. If your modem is slower than 1,200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however, any of those listed on the BBS should prove satisfactory. Large files will be posted as self extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. All qualified sources may submit a proposal which shall be considered by the Agency. Requests for copies of the solicitation will be honored if received with 35 days following issuance of the solicitation. Requests after that period will be filled on a first come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the 35thy day will reach the requester before the due date for receipt of responses.
