The National Science Foundation is soliciting offers from independent public accounting firms for auditing and other ancillary services. Over the past five years NSF has made various type of awards (grants, cooperative agreements and contracts) valued at over $15 billion to approximately 3,000 academic, 1,000 non-profit, and 500 commercial institutions. Contractors shall be required to provide all labor, equipment and materials to perform a variety of audit types, including but not limited to: (1) financial and compliance audits; (2) audits required by the Chief Financial Officers Act of 1990 and the Government Management Reform Act of 1994; (3) indirect cost audits; (4) preaward audits; (5) quality control reviews of audits submitted in accordance with OMB Circular A-133; and (6) other special purpose reviews. All work shall be performed in accordance with the following to the extent each is applicable: (1) the provisions of each individual award; (2) the NSF Grants Policy Manual; (3) the Federal Acquisition Regulation (48 CFR Chapter 1); (4) OMB Circulars A-21, A-87, A-110, A-122, A-128 and A-133; (5) Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments (45 CFR Sections 602); (6) General Accounting Office (GAO) Government Auditing Standards, 1994 Revision (Yellow Book); and (7) various AICPA Statements on Auditing Standards (SAS). It is anticipated that multiple contract awards with an initial period of performance of one-year with four one-year option periods will be made. Task orders will be issued and awarded under these contracts on a firm-fixed price basis. The Request for Proposals (RFP) is expected to be released fifteen (15) days following publication of this announcement. Offers will be due thirty (30) days after the solicitation is released. (093)
