The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to construct a longitudinal firm-level database using data from several States. This study shall use this data to explore questions concerning the response of employers to the Unemployment Insurance tax which have previously been studied using only industry-level data. The period of performance for the prospective award will be thirty (30) months from contract execution. The requirement is let under full and open competition and as such is subject to FAR clause 52.219-9 Small Business and Small Disadvantaged Business Subcontracting Plan. The Department of Labor expects the successful awardee to present a subcontracting plan that will afford the maximum practicable opportunity both in terms of dollars and work experience. Offerors must reserve at least 25% of the total contract amount to small disadvantaged businesses, women-owned small businesses, and small businesses. Requests for proposals will be available upon written request only, approximately 15 days from the date of publication, on a first come, first-served basis until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. Closing date for receipt of proposals will be June 1, 1995, at 2:00 p.m. local time. Requests must cite RFP-DAA-95-30 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. (089)
