S. Huff, Contracting Officer, 202/767-4952 The Air Force plans to award
a sole source follow-on contract to the National Academy of Sciences of
Washington DC 20418 for the following requirement: The Air Force Office
of Scientific Research requires support to conduct the Resident
Research Associateship Program in cooperation with a number of Air
Force Laboratories and research organizations. The contractor will
conduct a national competition for outstanding scientists and engineers
at the recent Postdoctoral and at the renowned researcher levels and
award research opportunities as guest investigators at participating
Air Force Laboratories for a maximum of 100 full-time equivalents in
the first year after contract award with the option to continue the
program at the same level each of the following four years. The
research must be compatible with the research interests of the
sponsoring Air Force Laboratories. The objectives of the program are
(1) to provide postdoctoral scientists and engineers of unusual promise
and ability opportunities for research, (2) to provide world-renowned
leading researchers a sabbatical opportunity to perform research on
problems largely of their own choice, and (3) to contribute thereby to
the overall research effort of the Federal laboratories.
QUALIFICATIONS: Successful performance of these needs requires that the
contractor have the following expertise, qualifications and
capabilities: a. The contractor must have the capability to attract and
select the most outstanding researchers on a nationwide basis, with
Doctoral degrees to perform research of interest to the Air Force. b.
The contractor must assemble select study panels of recognized experts
to evaluate individual participant proposals in each of the following
scientific or engineering disciplines: Behavioral Science,
Biodynamics, Toxicology, Biological & Allied Sciences, Clinical
Science, Airbreathing Propulsion, Power Generation, Information
Sciences, Solid State Physics, Gas laser Physics, Physics, Metallurgy,
Ceramics, Materials Sciences, Mechanics, Geophysics, Optical Physics,
Space Physics, terrestrial Sciences, Chemistry, Structural Engineering
and Soil Mechanics. Proposals will be evaluated and ranked according to
their merit and relevance to Air Force research objectives. c.
Familiarity with the research interest of each of the Air Force
laboratories in order to provide Postdoctoral scientists and engineers
of unusual ability to conduct research in these particular areas. d.
Offered panel experts must be recognized authorities with scholarly
credentials and previous experience in analyzing research proposals
related to the areas of interest to the Air Force laboratories. e. The
contractor must have the recognized stature and independence
equivalent to that of the National Academy of Sciences. Unless adequate
alternative sources are found to meet the qualifications above, and who
are capable of meeting the requirement, the Air Force will issue a non-
competitive, follow-on contract to the National Academy of Sciences.
Prospective alternative sources must submit evidence substantiating
that each of the listed qualification requirements can be met. Closing
date for submission of responses to this is 30 days from this notice.
