01731-2120 17 -- PROCUREMENT FOR AN/TRN-45 MMLS WARRANTY AUGMENTATION
SUPPLY/SUPPORT FOR MMLS SYSTEM POC Ms. Gail Oliver, Contract

617-377-4197. ESC is planning to procure warranty augmentation support
for 33 AN/TRN-45, Mobile Microwave Landing Systems (MMLS), to complete
the MMLS supply/support structure for the three year period of the
warranty (basic w/two one year options), or until an organic capability
is established. The MMLS is a portable, ground based, microwave
transmitter that will provide a mobile, precision approach and landing
capability for MLS equipped aircraft operating under adverse
conditions including inclement weather and hostile environments. A
level III procurement drawing package is not available for potential
competition. The Government plans to contract on a sole source basis
with Textron Defense Systems for the procurement of the warranty
augmentation support for MMLS. The Government also plans to furnish the
initial spare parts inventory to be maintained by the contractor as
Government Furnished Property. Interested firms should respond by
indicating their ability to meet the following screening criteria.
Firms must have the capability and background to perform the following
specific tasks: 1) Provide warranty augmentation support beginning no
later than 30 July 1995. 2) Have prior MMLS experience, and the
ability to perform the supply and support functions on Air Force
equipment. 3) Provide MMLS on-call technical support for fault
isolation diagnostics and MLS installation problems. 4) Prescreen
incoming failed MMLS items to test and verify failure. 4) Maintain MMLS
spare parts inventory (GFP) and maintain records of the supply/support
actions. 5) Provide USAF/DoD supply/support documentation. 6) Expedite
replenishment for critical failure items on operationally deployed MMLS
systems at austere locations. 7) Provide normal replenishment for
non-critical failure items on operationally deployed and garrisoned
MMLS systems. 8) Replenish spare parts inventory after repair of failed
item. 9) Provide the Government with a monthly status report of all
actions taken pertaining to the supply/support of the MMLS system.
Interested firms are requested to submit statement of their
qualifications, along with supporting documentation to ESC/TGK, 11
Eglin Street, Hanscom AFB, MA 01731-2120, Attn.: Ms Gail Oliver.
Responses must be received no later than 30 days after the date of this
publication, and should not exceed ten (10) pages. Firms should
indicate whether they would be interested in receiving a draft RFP,
should the Government elect to issue such a document prior to the
release of the formal RFP. Firms should indicate if they qualify as a
small disadvantaged business. This synopsis is for information and
planning purposes only, and does not constitute an IFB or RFP, nor does
its issuance restrict the Government as to the ultimate acquisition
approach. The Government will solicit those firms meeting the screening
criteria in this synopsis. Any offeror initially judged to be
unqualified will be provided a copy of the solicitation on request, and
any offer such a firm might submit will be evaluated without prejudice.
