COHEN, Phone (703)604-2000 The Naval Air Systems Command desires to
competitively procure engineering services to access the refrigerant
compatibility and the performance impact of converting two 4 to 6 ton
air-conditioning systems to R-134A on the air-conditioning systems in
the VH-3 and VH-60 Executive Helicopters. One will be converted from
R-12 refrigerant and the other from R-500 refrigerant. For this purpose
''A-B'' comparison refrigerant tests are required. The tests are to be
conducted in a Climatic Test Chamber designed to test refrigerant
systems in accordance with ASHRAE 37.1988 Standards. The facility must
be certified to recover refrigerants and recharge refrigerant systems
in accordance with EPA Standards. The facility must be capable of
testing to the following conditions at 80% of its capacity (or
demostrate system (facility) stability at higher values): a) 103
degrees F @ 50% Relative Humidity; b) 90 degrees F @ 60% Relative
Humidity; and c) 110 degrees F @ 50% Relative Humidity. Test conditions
must be maintained within +/-0.5 degrees dry bulb temperature and
+/-0.3 degrees wet bulb temperature. Test pressure and temperature
measurements shall be performed in accordance with ASHRAE 41.1
Standards. The facility must have the capability of providing air
pressure/flow control of at least 5 inches w.g. chamber static pressure
delta, (drop/loss across the evaporator blower, exclusive of the
evaporator heat exchanger and water separator.) Overall system
instrumentation accuracy shall be demonstrated (Error Analysis) to be
no greater than +/-3% at the test points. Test procedures, analysis,
and documentation of results thereof, shall be approved by the
contracting agency. Companies interested in bidding for the effort
described above should submit a request for the solicitation in writing
