on 10/03/94 stated that, ''it is planned to limit the solicitation to
U.S. Contractors, as Prime, having Secret and COMSEC Secrurity
Clearance for their personnel and facilities. Foreign sources will be
condidered as subcontractors to U.S. Primes and will be restricted to
releaseable information IAW the solicitation's security requirements''.
This is amended to exclude foreign sources as prime contractors except
for the United Kingdom, Canada, Australia, and New Zealand. All
foreign sources may be considered as subcontractors and will be
restricted to releaseable information IAW the solicitation's security
requirements. Prospective offereors are informed that the subject
solicitation's resulting contract will be used for U.S. Requirements to
include DoD components, NATO and FMS as approved by the U.S.
Government. Additionally, the quantity of Joint STARS Common Ground
Stations (CGS) that the Government may purchase on the resulting
contract is changed. The solicitation will contain ''Range Quantities''
that will allow the Government to purchase up to 137 Joint STARS CGS at
the maximum range if all options are exercised. Solicitation will be
