The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit and negotiate with Heidelberg USA on a sole source basis to award a contract for two 19'' x 25.5 Heidelberg M-Offset five color sheetfed printing presses with the trade-in of three presently owned DIA presses. Trade-in are as follows: Solna Five-Color; Model 564P; Solna Two-Color; Model 266; and Heidelberg Two-Color, Model GTO-52ZP. Plate size dimensions must be 21 5/8 x 25 5/8 inches .08 inches thick. Press equipment must be able to successfully run stated plate size without any operator registration adjustment. In addition, plate size must be successfully transferable to any other DIA owned M-Offset press. Press equipment must be commercially available (nonmodifiable) and able to be dismantled for transversing through the building without any modification to the physical structure. DIA currently has a large inventory of existing stocks, spare parts and material that only can be used on the M-Offset press. Interested offerors may identify their interest and capability to respond to the requirements by submitting supply brochures containing press specification and characteristics. Specifications must include the following information: 1) Plate size; 2) Overall size of press and smallest dismantled size for installation; 3) floor space; 4) height; 5) weight; 6) power requirements; 7) minimum and maximum sheet size and 8) list of POCs and telephone numbers for successful press installlations in the last five years. This synopsis of intent to place a contract with Heidelbert shall not be made on the basis of any response to this notice. All responses should reference PR DP2A/00032/95. Interested parties have 15 days from the publication date of this synopsis to submit their qualifications/capabilities to provide the presses mentioned above. Such qualifications/capabilities will be used soley for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. Responses received without the requested information may be considered non-responsive to this synopsis. Oral communications are no acceptable to this synopsis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
