This is a notice of intent to issue a Request for Proposal (RFP)5-16829/242 on a sole source basis to Textron Defense Systems to provide under a new work modification, five additional tuned restraint inertial gyros. Textron Defense Systems is currently providing gyros to the Goddard Space Flight Center (GSFC) under Contract NAS5-32683. Contract NAS5-32683 has a basic requirement of twenty gyros and an option for six. Textron Defense Systems' gyros are used in the Spartan attitude control systems, the Small Explorer attitude control systems, and the sounding rocket attitude control systems. Goddard's inventory is in need of replenishment with virtually identical devices. Replacement units must meet the existing specification to provide the same form, fit, and function, more specifically the gyros must be electrically and mechanically interchangeable with existing units. The mechanical envelope, weight, power, excitation frequencies, transfer function, scale factors, and thermal characteristics shall be virtually identical to the original units now employed in the existing attitude control systems. The gyro must withstand the environmental input the requirement of 2880 degrees per second (8 revolutions per second) about either input axis accompanied by 25G linear acceleration along any axis for a period of 60 seconds with the gyro rotor operating during this environment. Textron Defense Systems is considered to by uniquely qualified under the statutory authority of 10 U.S.C. 2304 (c)(1), as Only One Responsible Source.
