DESIGN, AND OTHER ENGINEERING SUPPORT FOR ALL U.S. ARMY SPECIAL
OPERATIONS COMMAND IN THE UNITED STATES POC Robert Callahan at
912/652-5246. 1. CONTRACT INFORMATION: The Savannah District, U.S. Army
Corps of Engineers, requires the services of an Architect-Engineer firm
for a multidiscipline indefinite delivery type contract. The contract
will be for a one year period with a $750,000 limit and have a one
yeaer option with a $750,000 limit. Delivery orders will be limited to
$150,000. This announcement is open to all firms regardless of size.
Large business offerors that require subcontractors must identify
subcontracting opportunities with small business, women owned small
business and small disadvantaged businesses on SF 255. If selected the
large business offeror will be required to submit a small/small
disadvantaged & women owned subcontracting plan in accordance with FAR
52-219.9 and DFARS 219.704/705 as a part of the Request for Proposal
Package. The following subcontracting goals are the minimum acceptable
goals to be included in the subcontracting plan. OF THE SUBCONTRACTED
WORK, 60% To SMALL BUSINESS; 10% TO SMALL DISADVANTAGED BUSINESS (A
COMPOSITE Of SMALL BUSINESS); 4% TO WOMEN-OWNED BUSINESS (A COMPOSITE
Of SMALL BUSINESS). Large business firms that intend to do any
subcontracting must convey their intent to met the minimum
subcontracting goals on the SF 255, Block 6. Written justification must
be provided if the minimum goals cannot be provided. For additional

Ms. Brenda Boddiford at 912/652-5077. ** 2. PROJECT INFORMATION:
Delivery orders to be issued under this contract will include planning,
design, and other facilities engineering support of the following
types: site planning, master planning, development of tabulations of
existing and required facilities, master plan and individual project
brochures, renderings, or models; creation of cost estimates, economic
analyses; development of geographic information systems and
applications to automate various engineer work processes; execution of
miscellaneous facilities engineering and infrastructure support
surveys and studies; site investigations including but not limited to
possible hazardous materials indentification and remediation
recommendations, archeological and cultural resources impact and
mitigation recommendatinos, subsurface soils investigation, and
environmental assessments. ** 3. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria in descending order
of importance are: ** a. Specialized experience in using ECONPACk, and
DD Forms 1391 using 1391 PROCESSOR, in design of new facilities, O&M
designs, execution of project designs ranging from small Operations and
Maintenance funded projects up to the limits of the Minor Military
Construction Program, and other work described in Project Information.
Cost estimates and project designs will be required in either
automated or non-automated format. If automated, MCACES will be used
for cost estimates and Intergraph will be used for design drawings.
Design dimensioning will be required to be done in metric unitis. The
A-E must discuss these capabilities in Block 10 of SF 255. This project
must be designed using SI Metric design requirement. Design drawings
and design analysis will be in hard metric. Automated Review Management
System (ARMS) software will be used in the review process. The A-E will
be required to have a modem or ftp nternet access to communicate with
ARMS Central for file transfer. The software and necessary training
will be provided by the Corps at no charge. This project will require
the use of National Institute of Building Sciences Construction
Criteria Base (CCB) CD-ROM disks for the latest guide specifications
and specification editing software, SPECSINTACT. Architect-Engineer
firms will be required to have a current subscription to CCB and a
CD-ROM reader. ** b. Past performance on DoD and other contracts with
respect to cost control, quality of work, and compliance with
performance schedules. ** c. Capacity to accomplish multiple
simulataneous delivery orders. ** d. Professional qualifications of key
management and professional staff members. Provide staff in the
following disciplines (at least one person in each): architect, civil
engineer, structural engineer, electrical engineer, mechanical
engineer, industrial hygienist, interior designer, graphic illustrator,
cost estimator, geographic information systems specialist, computer
programmer, archeologist, CADD operator and topographic survey crew,
and provide at least two planners. The design team must include a
Registered Engineer or Registered Architect who is a full ''member'' in
good standing of the Society of Fire Protection Engineers (SFPE) or an
individual who is a registered Fire Protection Engineer and whose
principle duties are Fire Protection Engineering. ** e. Extent of
participation of SB, SDB, WOB, historically black colleges and
university and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. ** f. Geographic
location will not be a consideration in this selection. ** g. Volume of
DoD contract awards in the last 12 months as described in Note 24. **
4. SUBMITTAL REQUIREMENTS: See Note 24 for general submission
requirements. Firms desiring consideration must submit ONE (1) copy of
SF 255 (revised 11/92) for prime and ONE (1) copy of SF 254 (revised
11/92) for prime and each consultant to the above address by 10 MAY
1995 to be considered for selection. DEPTH of Prime and SUBCONTRACTOR
personnel in EACH discipline must be shown in Block 4 of SF 255 and SF
254 to clearly identify the number of personnel in each firm and
discipline. COVER letters and extraneous materials are NOT desired and
WILL NOT be considered. ** PHONE calls are DISCOURAGED unless
absolutely necessary. Personal visits for the PURPOSE of DISCUSSING
this ANNOUNCEMENT will not be SCHEDULED. THIS is NOT a REQUEST for a
