206 Provide professional architectural/engineering services for cost
estimating services on an as-needed basis for various projects at
various stages of design. The cost estimates as referred to in this
contract are calculation of fair market costs to accomplish the project
scope as defined by the design drawings and specifications. All cost
estimates will be prepared in a system format using NAVENGCOM CES
version 4.3 which is a part of the construction criteria base CCCB.
Cost estimates shall be broken down by specification section format
(i.e., foundation, slab on grade, exterior walls, roof, structural
systems, etc.) using contractor's methodology of construction. All cost
estimates shall be broken down between labor and materials. All cost
estimates shall reflect total project cost including the contractor's
mark-up adjusted to local prices in the vicinity of the project and for
the anticipated construction contract award date. Phone quotes shall be
required from contractors and suppliers, for high cost items and the
names and phone numbers of persons giving the quotes shall also be
required. A copy of standard systems description narratives will be
given to the selected firm. The service will be provided under a
12-month Indefinite Delivery Contract (IDC). Under an IDC, individual
firm fixed-price task orders for specific services are negotiated when
the need for service arises. Each IDC is guaranteed a minimum of
$5,000.00 and is limited to maximums of $100,000.00 per task order and
$500,000.00 total for all task orders. The Government reserves the
right to exercise a one-year option subject to the same dollar
threshold limitations of the basic year as stated above. Anticipated
award date is July 1995. Firms desiring consideration should submit
Standard Forms 254 and 255 to the address indicated above not later
than 4:30 p.m. on 11 May 1995. The following evaluation criteria are
applicable to one or more of the factors included in Note 24: (1) The
firms experience, stability and history of performance on providing
cost estimates for building and waterfront construction type projects;
(2) The firm's approach to the planning, organizing and management of
cost estimating projects including data gathering methods, evaluation
techniques and other related factors; (3) The firm's geographical
experience in cost estimating projects within the FDCC (LANT) area; (4)
The firm's ability to prepare cost estimates in the building system
format; (5) The education, experience and expertise of the firm's
principals and key employees' who will be assigned key project
responsibilities with particular attention to their qualifications,
competence and past performance; (6) The firm's workload and ability to
meet milestones with attention to current and future commitments of
those key persons expected to be assigned to Coast Guard projects; (7)
Minorities and women in all job classifications, considering
availability in the general area; (8) Past performance on DOT and other
government and private industry contracts in terms of quality of work
and ability to meet contractual performance/delivery schedules. Special
consideration will be given to firms located east of the Rocky
Mountains. This is not a Request for Proposal. For Minority,

Transportation (DOT), Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000.00 per contract to provide
