S-Band Sounding Rocket Antenna Refurbishment. This is a notice of
intent to issue Request for Proposal (RFP5-18312/604) on a
noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1) ''Only One
Responsible Source'' to Ball Aerospace Systems Division, P. O. Box
1062, Boulder CO 80306. The anticipated period of performance of this
effort is for one (1) year beginning August 27, 1995, with two (2)
one-year hard options. It is anticipated that the RFP resulting in a
contract will be issued on or about 5/16/95. The Contractor will be
required to provide the personnel, materials, and facilitites necessary
to refurbish S-Band Sounding Rocket Antenna. This effort will include,
but is not limited to, basic inspections, impedance and pattern
measurements, and replacement of hardware. Ball Aerospace Systems
Division both designed and manufactured these antennas. They are the
only known firm possessing the testing and refurbishment procedural
documentation which is essential to meeting the Government's
requirements. They are the only firm that have trained personnel with
experience on this particular microstrip cavity antenna design and the
necessary refurbishment equipment. Any firm desiring consideration
must fully identify their capability to perform this service within 15
days of publication of this synopsis to GSFC/Wallops Flight Facility
