R -- IMPLEMENTATION OF THE GROWTH WITH EQUITY IN MINDANAO (GEM) COMPONENT (MDP 492-0456). SOL USAID/Philippines RFP No. 492-95-010 DUE 061095 Contact: Thea R. USAID/Philippines is soliciting proposals from qualified firms/institutions, or groups of firms/institutions to assist the Philippine Government in implementing the activities under the growth with equity in Mindanao (GEM) component of the USAID-Financed Mindanao development project. The island of Mindanao has recently seen a substantial upsurge in The amounts of public and private investment going in the island. The goals of the GEM are: (1) to help assure that as many people as possible (particulary the poorer people) in the areas of Mindanao targeted by the GEM benefit from the increased investment that is occurring; and (2) to help assure that the investment flows into the GEM-targeted areas continue and, hopefully, increase. The principal means through which these goals will be pursued will be an aggressive and broad-ranging enterprise development program aimed at brining about maximum participation of small farmer/fishfolk, small and microentrepreneurs, etc. in the economic growth process. The GEM will involve: working with farmer's and fishermen's cooperatives and associations to make them aware of emerging market opportunities created by new and anticipated agribusiness investment, and assisting them to respond to those market opportunities; working with micro and small business firms assisting them to establish joint ventures or other linkages with firms making new investments in the targeted areas, and/or assisting these firms to undertake new ventures on their own; working with incoming and/or prospective investors to make sure that they are aware of and take advantage of opportunites for working cooperatively with farmers/fishermen's cooperatives and associations, local business firms, etc. Supportive efforts will also be undertaken to assist Mindanao's public and private sector leaders to identify and bring about modifications to governmental policies which may be hindering Mindanao's economic progress; and in taking actions to help assure that Mindanao continues to receive appropriate levels of public infrastructure development resources, and private investment. The areas to be targeted by the GEM include the ''Economic Clusters'' made up by the following cities and supporting hinterlands: Davao City and the Davao Gulf Region; Cagayan De Oro-iligan and the provinces Misamis Oriental and Bukidnon; Cotabato City and the autonomous region of Muslim Mindanao; Zamboanga City, parts of the Sulu Archipelago, and parts of the Zamboango Peninsula; and General Santos City and South Catabato and Sarangani provinces. The GEM will be a five year effort. An initial 30 month contract will be offered, which will be renewable for an additional 30 months at USAID discretion. While this will be a ''performance-based'' contract, USAID's estimate is that approximately 1100 person-months of effort will be required over a 60 month period in order to attain GEM's targets. Contract services are anticipated to begin around August 1995. The estimated closing date for submission of proposals is June 10, 1995. USAID encourages the participation, to the maximum extent possible of U.S. entities that are small business concerns, small disadvantaged business concerns including women-owned concerns, historically Black colleges and universities, colleges and universities whose student body is at least 40 percent Hispanic American, and private voluntary organizations controlled by socially and economically disadvantaged individuals including women in accordance with Part 19 of the FAR and Part 726 of the AIDAR.
