Corpus Christi, TX R -- INDEFINITE QUANTITY CONTRACT FOR CIVIL ENGINEERING SERVICES, NAS,
CORPUS CHRISTI, TX SOL N62467-95-R-7535. DUE 051895. Contact Point: M.

this contract will be located in Corpus Christi, Texas. Work consists
of preparing detailed studies, reports, plans, specifications and cost
estimates for assessment, repair, rehabilitation and construction of
civil engineering projects. The firm must demonstrate qualifications to
perform design construction or repair of road and airfield pavement.
Related mechanical, electrical and architectural engineering services
may be required. The contract scope may also require evaluation and
definition of asbestos and/or lead materials and toxic waste
disposition. Contract value will not exceed $199,000.00 each year. At
this time there is no basic project assigned to this contract. Firms
responding to this announcement before the closing date will be
considered for selection; subject to any limitations indicated with
respect to size and requirement listed. Following an initial evaluation
of the qualification and performance data submitted, firms considered
to be the most highly qualified to provide the type of services
required, will be chosen for interviews. Selection of firms for
negotiation shall be through an order for preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) Qualifications: Technical competence of individual
design team members to design alterations, repairs and new construction
of civil engineering related projects. Related mechanical, electrical
and architectural capability is desired. (2) Specialized Experience:
The firm must demonstrate qualifications to perform design construction
or repair of road and airfield pavement. (3) Past Performance on
contracts with respect to cost control, quality of work, and compliance
with performance schedules. Cost estimating ability will be
demonstrated by comparison of civil engineering cost estimates with the
low bid on similar size and type projects anticipated for this
contract. (4) Capacity to accomplish the work in the required time. (5)
Location a) Geographic location of firm (to ensure timely response to
unanticipated requests for on site support); b) Knowledge of probable
site conditions, and regulatory requirements (that affect projects).
(6) In addition to the above, special qualifications in the Department
of Defense include the volume of work previously awarded to the firm
by the Department of Defense, and geographical location and knowledge
of the locality of the project, with the object of effecting an
equitable distribution of Department of Defense architect-engineering
contracts among qualified architect-engineer firms including small and
small disadvantaged business firms that have not had prior Department
of Defense contracts. Extent to which potential contractors identify
and commit to small business and to small disadvantage business,
historically black college and university, or minority institution
performance of the contract, whether as a joint venture, teaming
arrangement, or subcontractor. This is in addition to the requirement
for a subcontracting plan to be submitted from each large business firm
selected for award. Architect-Engineer firms which meet the
requirements described in the announcement are invited to: 1. Submit a
Standard Form 254, Architect-Engineer and Related Services
Questionnaire. Firms having filed a current Standard Form 254 (within
one year) on file with the procurement shown are not required to
register this form. However, those firms with 254's on file shall
express their interest in being considered for a particular job in
writing and shall also state that a current Standard Form 254 is on
file for their firm. 2. Submit a Standard Form 255, Architect-Engineer
and Related Services Questionnaire for Specific Projects that your
firm has performed. 3. Submit any requested supplemental data to
procurement office shown, Attn: Code 18CMHY. Contract will be for 12
months, with an additional 12 month option requiring basic civil
engineering requirements. Minimum guarantee is 5% of estimated maximum
contract value for each year. Interested firms are requested to
include telefax numbers on their SF-255 in block 3a and Contractor
Establishment Code (formerly the DUNS number) Commercial and Government
Entity (CAGE) codes, if known, and Taxpayer Identification Number (TIN)
in block 3. The DUNS, CAGE and TIN are discussed in the DOD FAR
Supplement, Part 204 Subpart 204.671-5. Label lower right corner of
