No. GS-11P95MKC0024, New Computer Facility for the Bureau of the
Census, University of Maryland Science and Technology Park, Bowie,
Maryland. This procurement is proposed to be a total small business
set-aside. Estimated Cost: $20,000,000 to $30,000,000. In accordance
with Federal Acquisition Regulation Part 28.1-Bonds: Bid Guarantee
shall be 20% of the bid price but shall not exceed $3.0 million;
Performance Bond shall be 100% of the original bid price; Payment Bond
shall be $2.5 million if contract price exceeds $5.0 million. The
Census Bureau proposes to construct a computer facility (Census Bureau
Computer Facility, CBCF) located in Bowie, MD. The purpose of this
announcement is to establish responsible small business sources
interested in the solicitation. Abbreviated Work Summary: Briefly, and
without force and effect upon contract documents, work of contract can
be summarized as follows: Construction of a single story, 11,200 square
meters, computer facility and associated site, landscape, mechanical,
electrical, and plumbing work. Contractor should coordinate with local
jurisdictions concerning any special permits. It is expected that the
State of Maryland will require an air permit for boilers and
registration and permit for each fuel oil tank. This project is
designed in Hard Metric. Basis of Award: Lump Sum Base Bid; Alternate
No. One for the addition of HVAC redundancy and associated electrical
and plumbing work. The work under this contract shall commence within
one calendar day after the Contractor receives Notice to Proceed and
shall be completed ready for use no later than 605 calendar days after
receipt of Notice to Proceed. If the Contractor fails to complete the
work within the time specified in the contract, or any extension, the
Contractor shall pay to the government as liquidated damages, the sum
of $2,250 for each day of delay. Small businesses interested in
