Guard has a requirement to purchase six wave turbine generators (WTGS).
The contractor shall provide the six WTGS for marine aids to
navigation. The WTGS are used on approximately 20 buoys to generate
power to charge secondary lead-acid batteries. Through wave action, the
rising and falling water column in a hollow tube in the center of the
buoy forces air through a turbine that is directly coupled to an
alternator that generates power. Power output is 12 volts, three-phase
alternating current, 40-watts minimum. It is anticipated that a
firm-fixed price contract will be awarded. Delivery of the six
production units is required within 120 days after award. All
interested parties must submit a Capabilities Statement that
sufficiently describes their qualifications, capabilities, and previous
experience relevant to fulfilling the above requirement. This notice is
not a Request for Proposal nor an Invitation for Bid. The Government
will not pay for information submitted. Any firms that wish to submit
a Capabilities Statement must do so by no later than May 22, 1995. In
absence of responses from firms which believe they have the capability
to perform this requirement, the Coast Guard intends to award a sole
source contract, under the authority of FAR 6.302-1(B)(1), to Nichimen
America, Inc. located at 225 N. Michigan, Suite 2322, Chicago, IL
60601-5963. No other notice will be published until award is made. It
is anticipated that the solicitation will be issued on or about June
27, 1995. Once the solicitation is issued, 30 days will be allowed to
respond to it. All correspondence should be addressed to the above

AND DISADVANTAGED BUSINESS ENTERPRISES: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
