36 -- GBC APB-1000 AUTOMATIC PLASTIC BINDER Contact Ida A. Logsdon, Contract Specialist 202/373-8290, James K. Dashell, Contracting Officer, 202/373-2947. The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, intends to award a Firm-Fixed-Price contract to General Binding Corporation (GBD) for an APB-1000 Automatic Plastic Binder. The agency required specifications include the following: (1) The binder must be able to automatically produce plastic comb bound books; (2) The machine shall be capable of binding 20 Lb to 110 Lb assorted weight, grained and textured paper stocks at a running rate of 100-950 books an hour; (3) The machine must be capable of producing books of a minimum and maximum size of 5 1/2 X 8 1/2, 8 1/2 X 11 respectively; (4) The machine will not exceed 7' X 7' in physical size (49 sq ft); (5) The machine shall accomdate GBC Cerlox binding elements in each of the following sizes: 5/16, 3/8, 1/2, 5/8, 3/4, 7/8 and 1''; (6) The machine must operate on standard 115VAC 60Hz 15AMP power; (7) Complete operator manuals, service/repair manuals and schematics will be delivered with the machine; (8) The GBC APB 1000 Binder shall be capable of operating on a three-shift basis in a continuous mode in a standard printing publication production environment; and (9) Transportation, delivery, installation, calibration, set-up, testing and training will be included. Vendors who can provide an automatic plastic binder with functionality identical to that stated in this synopsis for the GBC unit must submit their documentation within fifteen (15) days of issuance of this synopsis; this documentation, as a minimum, must demonstrate the firm's ability to meet the Government's requirements and state why it is more advantageous to the Government to consider such an alternate source for the acquisition of this equipment. If a vendor desires to respond to this synopsis, make reference to PR: 494/0006Z/95. No contract award will be made on the basis of offers or any other information received in response to this notice because this synopsis of intent to place an order will not be considered a solicitatin document. If no affirmative written written documentation, technical specifications and pricing are received within fifteen (15) days of this synopsis, to the effect that a comparable source is available or that it is more advantageous to the Government than purchasing the GBC Automtic Plastic Binder, an order will be placed with General Corp; One GBC Plaza; Northbrook, IL.
