This synopsis is to notify prospective offerors that the revised release date for the formal Air Force Workstations' Request For Proposal (RFP), on the Hanscom Electronic RFP Bulletin Board (HERBB), will be on or about 10 April 1995. (Reference: Air Force Workstations Notice Of Contract Action (NOCA): page 25, 3 Feb 95, CBD, Sources Sought Synopses: page 52, 4 Aug 94, CBD (C2 Workstations) & modification, page 23, 4 Oct 94, CBD (Air Force Workstations)). This will be the ONLY media used to issue the RFP. There will NOT be a mailing of this RFP. HERBB may be reached at (617) 274-0500 (TELNET 129.53.1.36). A MODEM and commercially available communications software are all that is needed to access HERBB. A copy of the formal RFP will also be available in hard copy format at the Phillips Laboratory Research Library at Hanscom AFB, MA. Procedures for using the library may be obtained from Ms. Liz Durrigan at (617) 377-8206. The Government does not intend to award a contract on the basis of this notice. Proposals will be required to be submitted 45 days or less from the date the RFP is posted on HERBB. The exact date, time and location for receipt of proposals will be included in the RFP. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program manager or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Colonel Thomas J. Mackey at (617) 377-5106. The Ombudsman should only be contacted with issues that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level.
