Contracting, Officer (301) 619-2369 The Division of Medicine at the
Walter Reed Armed Institute of Research (WRAIR) seeks one individual to
provide consultative services and technical assistance relevant to the
development of a microencapsulated adherence- factor based oral
vaccine against ETEC, the expansion of the microencapsulation
technology base for in-house applications and support for the
technology transfer of developed products for dual use. The Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. The purpose of this sources sought synopsis
is to conduct a market survey to determine the existence of other
sources. We plan to contract with Dr. Robert H. Reid of Kensington, MD
by other than full and open competition to supply services available
from only one source. A one year contract is anticipated. Individuals
who believe they can perform this requirement may submit a capability
statement and must have the following qualifications: a) A physician
trained in Internal Medicine/Allergy and Clinical Immunology with
experience in GMP, IND, clinical protocols and clinical studies; b)
Have in-depth knowledge and experience in CFA-based vaccine development
against ETEC, and a full awareness of work previously accomplished in
the Gastroenterology Department; c) Have extensive experience in
microencapsulation technology and in the functioning of the Army's
microencapsulation facility; d) Have knowledge of existing CRADAs,
companies interested and/or participating in microencapsulation
technologies and potential for collaborations conducive for the
transfer of the microencapsulation technology; e) Have knowledge of the
capabilities within the Department of the Gastroenterology,
microencapsulation facility, DRD and GMP facility (Bldg 501); f) Have
knowledge of computer based moecular model of MHC II DRI. Capability
statements received will be evaluated solely for the purpose of
determining whether to conduct a competitive procurement. The above
stated information must be submitted in writing (original and one copy)
within fifteen (15) days after publication of this notice to U.S. Army
